She's saying how the spirit of a woman is strong and can't be broken. I remember reading somewhere where Dolly herself said that was based on her own relationships with her mother, grandmother, and sisters.
To me, like many others have written here, this song was also used to remember a beloved grandmother, its messages fit completely.

this is going to be the song i dance with my mom to at my wedding. When she had cervical cancer, then came home and went back in with an infection that almost costed her life. She was so week, i played this over the phone for her at her toughest moment :')
